IMO, you're just getting worse. Your first one was better than these last 2 designs you've made. When you're doing layouts with just gradients/ colors, then try to make them simple. If you want to make gaming web designs, you should use some graphical stuff as Collz mentioned. Gaming layouts can be done without graphical stuff, for example this layout: Avatar Dragon Template - I just used gradients ect and the news content header could also be done with colors, you make a rectangular shape and earase with a grunge earser.
The most important thing you have to remember is that you HAVE to have the same color theme over the whole template. For example, you can't have like all blue in the header, content ect and then in the footer you've used red. Now that's wrong - You could use red but you have to at least used red in other places in the template - such as the header or content news headers ect (or on mouseover in menu = red ect).
When doing a web design, the header is a very important thing for me. You can't just pick a nice picture and put it in your template - You have to search after a picture that fits with the theme of your template. If you're designing a dark template, then it's better to have a picture that has a good resolution and has dark colors in it that fits with the colors in your template theme. If you found a picture that you think looks very good and fits with your template theme but are blurry, then just use the Sharpen tool, take down the opacity to about 50% and start sharp the picture. Also, play a bit with the levels to higher the contrast.
If you have problems with making web design or don't have enough idéas, then just go around in websites and try to see how they've done. That will give you some idéas to improve your skills - It's like mapping, many people do get idéas from other mappers.
