Like for example, If i wanna do a action.
I dont know if the action is in use or not.

so if i wanna use actionid 5021.
do u know if i use search 5021, it search in every lua etc in server.
If u understand what i mean

my practice is to create file for uid/aid(simmilar to sotarge), and some comments with last used value/next not used value
also i have script to validate duplications on server startup
