In that case, the best way would be to zoom out as much as possible so you can see the entire city, then hold shift and drag the selection box across the city, then ctrl+c and paste it into your other map file, do so for all floors. This is the best way i know of to get just 1 city, and it works...

The other city must be in a seperate map file, then you open up your own map, go to file, import, import map, and it will ask you which file to import and how u would like it merged, hope that helps.
