How to do this addon? I see people who do not have Dreamer's quest and he have? Then where is the npc? How to get it?

All quest status was reset awhile ago to incorporate the progress display or something along those lines, the player in question was most likely in possession of the addon from before the reset since outfits gained etc... were never reset.
