Buying From Vapus?

I know, this isn't the right section or something, but I was wondering..

If I bought something from Vapus, would it have any effect on me if I released it here on OTLand for free? I mean, it's not in the rules, and each website is completely unaffiliated..

First thing you should ask yourself is whether the person you bought something from had the right to sell it.
In most cases the answer will be negative. And the majority of data packs here are without any consistent license and one datapack is mixed of work by maaaany people. While the license state is unclear, we can assume GPL license coming from Otserv/TFS itself (though it is not the case when it comes to datapack only which is made by one person who has not distributed it under such license). According to GPL, you can distribute it with and without charging a fee.

Can't you just like make a .txt file in the datapack saying like "You may not redistribute this without permission by blah blah" But then put it in the data directory, then in some random folder if someone deletes the first one?

No, you can't do that if the datapack contains GPL licensed files. You will be free to redistribute it no matter what the extended terms says (because they must comply with the license, and they don't if they say that you may not redistribute it).
