Is there any way to ban a person problematic by its ip?

And although I am a member with a normal activity. ...

And I see that a person who has a 4-7 accounts banned in otland and that only annoys community members,

I thought the administration could do something in relation to my question ..

This guy will continue to come back until mods crack down and ban every account as soon as they know it is him.

Though I don't know what he was banned for originally. Therefore I can't say anything.
 
As Three Magic said, he will continue to come back. He will however sooner or later get tired of this pattern and quit. HOPEFULLY SOON!
