Remove rules 3 & 4 - what are they for?
What IP address do you forward the ports to? Don't you have to enter your local IP anywhere?

Did you also allow your server in the Windows Firewall?

okay, i have disabled my firewall so its not that..
im not sure thats all it says, the URL i am on to access it, is: " http://192.168.1.254/app_sa.lp?be=1&l0=2&l1=4&l2=1 "
however, my ip is 109.150.102.152?

When you forward your ports then you usually have to tell your router to what IP you want to forward them.
109.150.102.152 is your public IP. What you have to tell your router for forwarding is your local IP address (starting with 192.168.1.).
You'll have to find the configuration settings for that.

okay thanks, ill post here if anything goes wrong

Would this be it?

Assign the public IP address of a connection to a device on your home network
You can use this feature when you're troubleshooting a device or application. However, in most cases, we recommend that you use Port Forwarding page instead.
Important: using this feature can have a serious impact on your Hub and the security of your network. The device that you've assigned to the internet service will no longer be protected by your Hub's firewall.
We recommend that you only use this feature as a temporary measure while troubleshooting.
Assign IP address to a device Yes No
Device IP address assigned to XXXXXX
Hosts with statically assigned IP addresses cannot be placed into DMZ mode.

Yes, you can use that feature but you should really enable your Windows Firewall if you do!
Because it will redirect ALL ports for the whole internet to your PC.

okay ive enabled it but my server is still offline?:/
my external ip adress is 109.151.30.3? does that have anything to do with it?

no only 1.. BTHomeHub2
when i use my local ip 192.168.1.70 it works for my pc and latpop but says its offline?
i tried 192.168.1.254 and it never loaded:/

I will try that.. I cant atm my friend is on my pc trying to fix it.. will you try and log into my server in about 5 mins for me to check if it worked?

192.xxx.xxx.xx is internal IP, that's why you can log in from your computer and notebook, because both are connected on the same network.

If you want your server to be online for everyone, you gotta open your ports ( 7171, 7172, 80 ), check your external IP and modify your server config.lua(?) to match your external IP Adress ( What Is My IP ® | Shows Your IP Address. to check your external IP or simply open prompt and type : ipconfig).

External IP is usually given by your internet provider but you can make it static.

Good luck.
