When u ban someone and then unban the player cannot be banished anymore... he will only be kicked from the game. Same thing happens when someone gets banned for mass pk if u unban him, he will be able to mass pk e wont get banned.

Sometimes TFS is Loosing the local SQL Connection, is it possible to make the server keep the sql connection live? or if it loses the sql connection it will reconnect?
