Hi, I need some help, because I want edit my client and I don't know what tool I need.
For example, I would add a new skill in the bookmark "skills" like : smithing.
Maybe someone has a tutorial etc.

I very need it. Please help me

You should use OTClient instead, then you can pretty much do anything you can imagine.

If you are going to do some edits on Tibia's client you need to HEX Edit, I have no idea how to do that.

There is no possibility to add new skills to Tibia client. I would suggest as @HalfAway mentioned to stay with OTClient.

I dont use OTclient myself but if im not wrong, OTclient is every client you want it to be. 7.4,7.72,8.6,10.77 and so on..
Download it and you can choose between clients i think

There is a possibility, you just need to create a new dll for your client and modify stuff in there, indeed is hella complicated and I don't have an idea, (Bought some code from a polish guy who's done that, I still have it but he didn't teach me how to actually do stuff).

OK maybe someone tell me how can I compile OTClient in Dev C++? because when I loaded otclient.vcxproj I don't know how to add libraries.
