1. you write a movement script and check for the player's level
2. there is a script on this forum for that use search for your server version.
3. there is a script for that as well
4. always post the server version you are using
5. use the request forum Requests

I suggest using a more current version there are still a few people who write scripts or provide support in pre-1.2/3 but not many.
You can download the latest distribution here.
The client support for this distribution is 10.97 to 10.98 or use otclient compile instructions are here.
The instructions to compile TFS can be found here.
If you are using windows you can download a visual studios 2015 iso here. Or go to microsoft's website and sign up for an account and download their web-installer.
Also here is an updated version of RME.

i have another problem with servers up then 10.10... i cant run this server... My SQL Problem.
idk how to fix it
