To actually reduce sprites well, you need to set the clipping mask.

This is a way I learnt on how to easily resize things like 1 pixel to 4 pixels scale (not only sprites) and it's a pretty good working way for me
Just wanted to share ^^

edit: see also your example has some blurry effects
the point in this tutorial is to resize and keep sharp pixels (nearest neighbor mode)

I like this also. Care to elaborate on how exactly to do this?
 
I believe you can also do this through the menu (image > resize, or something like that). Just remember to change the interpolation method. You can also record this action and do it with one simple click for every new image (which will save time if you resize 100s of sprites).
