Why would you use rme inside raspberry?
Just edit your map in your computer and then move it to the rasp.

As Raspberry uses Raspbian, which is based on Debian - yes it is possible.
There is compilation tutorial for Ubuntu (which is also Debian derivative) you can find on RME Github page - Compiling on Ubuntu · hampusborgos/rme Wiki (https://github.com/hampusborgos/rme/wiki/Compiling-on-Ubuntu)
May not work out of the box.

If you want to squeeze the best performance out of the Pi, perhaps look into Arch Linux.

In theory all you need is a raspberry pi to run an OT server, run RME, run tibia client. The full package!
(It will probably perform very bad if you use one RPI to run everything). But its possible, and that is awesome.
