    "pay to win" its means that u must pay rl money to be the best (get best items etc.) here u can buy them but also get them from questes :) Look at ss, Best eq from quest at 630 lvl knight so where is your pay 2 win bro? : ) This axe is also from quest so still not pay 2 win :)
