Anti MC is what you need, aslong as you implement it server side you can choose how many clients a single IP can connect to your server. Search "Anti MC" in this forum and plenty of solutions will come up. -

Solved [mapping] UNWALKABLE tile
To add some more info to this Tile "460 nothing special" will paint the map red (removing tiles below it - can still put objects over it ) and will make that tile walkable (can be used to put birds over ground level for example to make it feel like they are flying above) Tile "1548 nothing... -
