If your working with animations a good way to create multiple tiles in 1 shot is to make a grid layout of each sequence this way when the animation runs it runs in a smooth sequence.

The blue area would represent, you guessed it the water and the green the grass, even if the grass or water was transparent on part of the tile this could be removed later as your main focus is to get the animation sequence lined up with the rest of the tiles
