If you are using the original TFS 0.3.6 items.xml you need to delete the bps at the end, or it will do dublicate item error:

hey can u help me i have 0.4 items.otb but when i try to add the new items to the map it change to sux one and make the depot bad and close the depot

Well i dont know about that, but did you use prober(for same version) item editor? And i havent edited/added any items since 7.6 with item editor... This is just adds item attributes via items.xml
