If you donate, and get a spellscroll. Will this only work so you get 10 mill exp for the char you specify, or do you get a scroll you can use twice with every char you have?

You get 1 scroll, which can be used once.
You can only use this scroll twice per character, which means, if you buy 2 scrolls and use them on the same character, you can still continue buying those scrolls, but not using them on that character again, tho, can be used on other characters at the same account.
