helo guys anyone know about ot 9.83 like.

It's not the client version that matters (unless you want scripts with things that were added in later clients like mounts), it depens on which server you use.
But most scripts you find will work just fine no mather what server you use (sometimes they need a few edits). People also often add "Tested with.." in the thread, this way you can see if it will probable work on your server aswell.

If you are looking for maps: http://otland.net/forums/maps.50/
They don't have to be 9.83 to be able to be used in a server that uses client 9.83. You only can't use maps with sprites from higher clients.
To set the maps from lower client versions to 9.83
