About the ctrl+r function in evo

I am using evolutions 0.7.8 XML version 8.0...
I was wondering how I can open up the ruport rule violations window as a GM when someone uses that control to report violations?

Example...player uses Ctrl+r and reports a violation, how do I open up the window so I can reply to them? or even know that someone has reported something?

There should be a chat channel that's named "Rule violations" or something like that... But why on god's green earth are you using Evolutions, and even XML?!

I dunno it was my first server, and someone sent it to me...and I'm to lazy to change atm xD
