afs-cms TFS 0.2.14 Cant Create Character

Hello, i have problem from topic, so all work in afs-cms but when i try to create character that bug:

Fatal error: Cannot use string offset as an array in C:\Program Files\WebServ3\httpd-users\afs\Configs\char_start_cfg.php on line 45

Maybe i need to use Xampp? If yes how export and import BIG file with accounts and characters from database?

Your server may be hacked if you're using AFS-CMS. And the error means that you've changed the config file.

No, in this config is only items for start, temple itp, so i dont need to edited it, yes i edit only one think but on default dont work too!!
