An exploit to mission 9 on the New Frontier quest?

From what I heard, there is a possibility to complete the quest at any level, even at 60, even at 30, even at 8.

The rumor is kept secret between a few friends and it has never been attempted but they assume it will work.

Does anyone have a clue?

The lowest I have seen with the new outfit is 108. I'm 117 and I've got the full outfit (including the addons).
