apear off when is online

my server "lithiumts.servegame.com"
is online...
but in otservlist apear offline
some times...
apear online for minutes but change for off again

i dont have idea what i do!

ive tried
put the executable from the server as the firewall
liberated ports 7171 and 7172
replace the executable from the server
change the database
I changed the plan of the datacenter for an American "before it was br"
No more if I remember I spent months trying to work it

and i open thats ports in firewall

Hapened to me too, the only solution i found is getting a internet conection with a static (not dinamic) IP.
