I think it's okey as long they have a script like this:

Currently 932 players are Online - 541 are active and, 391 are AFK.

It will only count the active players ingame and that's what Otservlist says also so it doesn't really matter if it's non logout zones they just get more afkers wich doesn't matter at all.
