Block ip from creating account or getting on to the website how? modern acc

Hey some dude is filling the db with useless accounts with a macro or somting like that adding account and filling the account with 5 chars over and over again how can i block him from doing this? i have his ipadress.....

Toss it any page you want them to be shitlisted from.
