Cip used integers, so it was all rounded down. Anyway, those max hits are way too frequent, even if it took you several tries. In reality it would take ages to catch two max hits within such short period. And you're not testing on 0 defense, which makes it even less probable.
I'm guessing the problem is you set it to discrete uniform distribution, which is quite common for OT servers. While in fact extreme values should be of much lower probability.
