Cannot connect to game server. (Error 10061)

The conditions:

I am using the original TFS 2.0 Mystic Spirit Console Version.
Portforwarded 7171(tibia) and 3306 (mysql) correctly.
Using a no-ip.org address.

Everything works.

4 players try to connect to my server.
(me, friend A, friend B and friend C)

Me: Success.
Friend A: Success.
Friend B: Fail. Cannot connect to game server. (Error 10061)
Friend C: Fail. Cannot connect to game server. (Error 10061)

Additional note: Max player is set to 100 in my config.lua.

Anyone know's how to solve this bug? o_o

Nope, I do not have a homepage for it yet.
But my server's online, otherwise how to explain that Friend A is able to connect to my server?
And now I've got another friend to try connecting, he managed to connect as well.

Only 2 out of 4 of them got refused by the game server.
