For Serogan.

Download the Scanline PSD Here.

This first screenshots how to add a scanline to you're pattern presets.

Than go to your image, or text and choose these settings.

(You can get into these settings by right clicking the layer and going "Blending Options"

You can change the opacity, this changes how light or dark the scanline will be.

3x3 looks better in most cases =p

and you should also do scanlines in the background only, leave the face without them. Would look cooler too :)
