Or if the server is pingable, you can run ping <ip> in command prompt (Run -> cmd)
 
It just said something about "timeout" and that it sent 4 packages and 0 was returned. Does it mean the server isnt pingable?

And you mentioned elfbot. I dont have it but is there another program that can check ping the same way?
 
BlackD Ping doesn't work anymore (not sure if it ever worked for OT's), so not that I know of.
