Assign a unique ID to the chest in the Map Editor.

Any number between 1000 and 65535 which is not used as unique ID of another item.

a magic plate armors UID could be for example: 2759 or 6781 you'd enter this number into the UID Slot in Properties of a chest/container and then click ok. The quest should be done and people shouldn't be able to move or stand on the chests.

That is only true if he's using TFS 0.2 quest system.
For making the chest block player from stepping on it, or adding items on top of it, I usually put Item 1548 (strange carving/nothing special) under it.

If the chest has unqiue ID assiged to it, it should not be moveable or takeable.
