I'd like to point anyone interested to this location:
OTServ Compiling
It includes instructions, .devpaks and other stuff for compiling OTServ. It was done on a clean installation of Windows XP, so it's guaranteed to work. On a clean installation of Windows XP, of course
The .devpaks will help in compiling with Dev-Cpp too, but the tutorial does not specifically deal with this outdated IDE.
This does not cover one of those "prebuilt" compiler+IDE+libraries+everything packages. You might learn something if you follow this tutorial, and you'll get a new friend: Code::Blocks, an excellent IDE. Once you try it, you'll wonder how you could stick to Dev-Cpp for so long
