Computer for a global map server

Hello OTLanders ^_^

I'll try to be as direct and clear as can be..

I'm brazilian, I want to avoid hosting my server in US dedicateds, because of delay, so I'm thinking on buying an computer and an internet plan to host the server

Computer:

Motherboard: Asus M4N68T
Processor: AMD Phenom II X4 925 Quad Core - 2.8GHz cache 8MB
Power Supply: Antec 400W Neo ECO 400C 80 PLUS Certified Active PFC
Memory: 4GB DDR3 1333MHz Kingston (Maybe up to 8~16GB in future)
Case: Cooler Master Elite 335

Server:
Map size: 100mb~

Internet Plan:
This is what worries me the most...

Brazilian internet providers aren't very good, mainly at upload speeds, so I'm having some difficulty with it...

Download: 10mb
Upload: 1mb

1mb upload is good to host ONE server?

(10mb down/ 1mb up = R$ 75,00)
(35mbdown/ 3mb up = R$ 199,00

I might host a couple of sites here too, but just small companie's site and stuff, I'm webdesigner in my leisure hours lol

With a 1 megabit upstream you could handle something between 42 and 64 active clients ingame, atleast in theory
 
Hmm, that's too low... So for like 150~200 I would need 3mb?

I am doing One server to rule them all, One server to find them,
One server to bring them all and in the darkness bind them

So It's like 150+ players in peak time
