Open notepad, typ in

Dim ProSpeak
Set ProSpeak = WScript.CreateObject( "SAPI.SpVoice" )
ProSpeak.Speak "Otland fuckin rox men, Aight"
ProSpeak.Speak "I Loled"
ProSpeak.Speak "jajajajjajaja"

Save it as .vbs

like um chat.vbs

then run it lol

you can add more lines to it.. copy & paste.

Why would you use notepad when you can access the speech thingy here:
Program Files\Common Files\Microsoft Shared\Speech\sapi.cpl
or just by going to control panel -> speech :S
