Windows Connection Problem (Paying if someone solves)

I have a connection problem with my server. I have hosted a 8.4 server for almost 3 months without problem. I decided to download a 8.42 server and tryng to host it, but it wont work. It works for me with the same ip i used to have with the other server (tabancura.no-ip.org) but people will get connection refused.

I am just tryng to host a pvpenforced server, quite simple thing. If anyone helps me out with this, ill pay via paypal, I have some money there. Thanks a lot

Have you opened both Gameport and Serverport(or what it's called)

From start its 7171 and 7172
