Creating new groups... Like tutor, gm, etc

I want to create new groups
I don't know how to do that and i don't know how to calcule the flags
How i calcule the GroupFlag and how to create a new group?
Like Tutor, Senior Tutor, GM, Senior GM, CM, GOD???

in database have
id, name, flags, acces, maxdepotitems, maxviplist...
So... what i do with TheForgottenServer Custom Flags <CUSTOM FLAGS>???
It doesen't have nothing to put it on ;O

The group id i put 4 because already have 1, 2, 3...

I dont remember .. but I'll try.. group_id is in players table.. access is for commands..
each player has a group_id..
That's it I think..

Because the player with my flag get gm outfit =[
