crit hit and crit dmg

guys i wanted to make stats for a sword. so i tried to make 100% crit hit on a weapon. for a test. but i find out i can make max 10% of crit hit and max of 189% crit damage.
someone can tell me how can i make it higher? its not let me to make it higher
