Windows Database error.

Hi all,
When I want to configure the database and I open the link localhost/install.php I can just see this:

Fatal error: Call to a member function query() on a non-object in C:\xampp\htdocs\install.php on line 4

What's going on right here? I will just say that i make 10.76 OT and im kinda "noobie" in that.
I need fast answer guys, thanks =)
