Database problem.

Yo when I choose import my database from xxamp, Im trying to import forgotten.s3db and I get this error, dont know why but the last time i tried importing it, it worked. Can anyone help me out?

alright well what program do I use to import this file, im going to host a war ot, but I need a site to go with it. And without a database i cant do a site. care to explain?
