I'm pretty sure it is vBulleting's/GD fault. When you upload the image it tends to re-size and make multiple images out of it and that's when I suppose lose the transparency... and that's of course if you're referring to your avatar here at OTLand.

Why can't you remove it though, its not hard, all I do was use the magic brush for this because the outlining is black, it wouldn't look as rough.
