Windows ERROR cant' conect to mysql server on "127.0.0.1"

Helo please help i have this problem in alots of server that i've download
checking databse conection..... failed to conect to database.MYSQL ERROR cant' conect to mysql server on "127.0.0.1" i tred changing it to "localhost"
but nothing try change from plain pasword to sha1 and nothing pls help :/
im trying to put online an othire trunk version but i have this problem with alot of server
i've try them on win 7 and 8 pls helpp

othire version 0.0.1 svn i dont wanna use website yet

You can follow this tutorial, first part is for mysql, you can just do all steps the same way to make sure everything is correct.
