error when going to shop offers on website

when i go into shop offers on website i get this error

PHP: 
Fatal error: Call to a member function fetch() on a non-object in C:\xampp\htdocs\THEBEST031a_for_TFS_02\shopsystem.php on line 59

and when i install website it doesnt add alot of the tables its supposed to add why is this happening it used to work fine
