Exp .. Doesn't work o_o

I dont know why, but no one can gain exp.
I've tried 5 different accounts and characters.
I tried fixing the exp rate, but exp just won't work.

Anyone know why I can't gain exp?

Check stages.xml in Data/XML

Yup stages aren't even enabled, and it's 100x on each stage.

Yup all monsters give exp, what else could be the problem?
