Fishing rod seller + quest for discount.

Hello.
I need an fishing rod seller NPC:

- It sells fishing rod normally if you not get storage 10343, for 900 gp
- If you get storage 10343 you have discount and NPC sells fishing rod for 300 gp

quest for get storage:
You must bring to npc 15 meat and 1 amulet of loss

Anyone can make me this npc ? TFS 0.3.6pl1
