frags not working

currently on my server you get an unjustified kill warning but it doesnt add to your killcount on !frags or even register you killed somone. so on the server you cant get a redksull or black skull

anyone know how i can fix this or make a script for it to work?

Tfs 3.0.6pl1 the advanced frag system on config.lua isnt working either so im abit stuck
