Freeze issue

Well, around 25-30 players logged on and they experience freeze/lagg
Can't figure out why..

Running the serv on a
Pent 4
3,3gighz
2 GB RAM
200gig SATA HD

The internet should be good enough..
allthough, its connected to a router, could that slow things down?
