Friend can't connect to ot?

Well were playing a tibia ot that is a dragon ball ot.So you have to download a whole new client to play it.But whenever he tries to connect it says "could not resolve to server name. (11004)" Any idea what the problem could be?He has his firewall turned off.And he use's dial up and doesn't have a router so it prolly doesn't have to do with that either.

he's runing the file as admin and uses vista.

It's not my ot.It's someone else's theres about 30 people online.He just can't connect to it.He can connect to normal tibia ot's.But he can't connect to the dragon ball z ot cuz it uses a new client.
