Gesior acc manager stable to T.F.S. 0.2.4

I have an ot v.8.50 but my gesior acc manager works fine when create accounts the problem is when i have ONLINE the server in the page makes OFFLINE and the page doesn't open to my friends and nothing ppl, i have actived the no-ip on with the words ip, i use xampp 1.6.5 what do all think can be?

I think is the gesior if you have a gesior stable for tfs 0.2.4 and works tell me.. if you know the bug help me plz
