GM/GOD Flag problem

Hello, I downloaded TFS v0.2.15. My server is 9.86, but the GM/GOD character keeps leveling up and advancing in skills, how can I fix this? I tried using the flag maker but it doesn't work.
I use SQLite Studio to adjust the database.
