Some cruises have a set age limit to 23 years for some reason, Birka Cruises for example.
Obviously not all of them follow this (look at Viking Line with 18 yo ppl running around on their party ship).
It seems it's only for those "party cruises". Ah, well now he can go on them! :p

Silja Galaxy<3 Is 18 :d So he was still able to go on a cruise by himself before! just not all of them :D

23 years old people generally have more money to spend than a 18 year old.
It is really smart to have that age limit haha..
