Try to install it on non-system device such as D: (if your os is on C: )

If you want your RME to work on 9.8 just replace 9.6 files (xml, otb) and use 9.8 client data(disable check file signatures)

I have no idea, I used 8.7 otb for 8.6 folder in rme 3 beta 2 and opened my maps via file -> import, I'm afraid of touching clients.xml file - I have no idea how to edit it.
To add new clients support I think you need to edit and compile sources Remere didn't shared with us or follow tutorial from http://otland.net/f19/remeres-map-editor-9-80-9-81-a-175741/.
