Windows Help with Port 80 & ICS

Whenever i try to check if my TCP port 80 is open, says it's blocked, probably by ISC ( Internet Shared Conexion ). I would like if some1 knows how to Free my port from 80 from ISC. Thanks.

Away from that, when i try to install my acc maker, Apaches crashes, saying he encountered and error and must be closed.
Inform:

szAppName : apache.exe szAppVer : 2.2.11.0 szModName : php_pdo_mysql.dll
szModVer : 5.2.8.8 offset : 0000250a

How i can fix the both things? I really need help on that :D
 
My ports 80, 443, and 7171 and all open on TCP and UDP
Only the port that is not working because it says its "blocked" by an "application" is 80 TCP, 80 UDP is working perfectly. Either 443 and 7171 are.

I just want help on how to make port 80 TCP to work away from my ISC :S
 
I can't be more specific: "How i can forward my port 80 TCP using ICS on Windows XP Professional?"

I already tried going network conexions -> properties -> advanced -> config
and adding the HTTP port 80, still not working.

How i can find the "blocking" program?

How i can free my port 80 of that "program"?

Using Windows web server or regular server 2003 and 2008? I can disable it if I get remote access to it for a few secs.
